Hi. I would like to obtain data, documents, or records pertaining to Palinpinon Geothermal Power plants when it was still under NAPOCOR. 
1. Any legal, environmental, or social issues raised against NAPOCOR when it was constructing and operating the Palinpinon GPP.

We have received your request for obtain data, documents or records pertaining to Palinpinon GPP when it was still under NPC dated Jan. 31, 2025. 
While our primary objective is to provide information whenever possible, we regret to inform you that the requested information is not available at this Office. 
Please be informed that NPC acquired the right to establish and construct the Palinpinon GPP by virtue of Proclamation No. 1413 dated April 08, 1975 wherein then  Pres. Marcos set apart, subject to payment of just compensation of actual improvements made pursuant to existing rights, as reservation under the administration of National Power Corporation for the purpose of developing, exploiting and utilizing Geothermal Energy, a parcel of land in the province of Negros Oriental. Meanwhile, for areas within the Alienable and Disposal Land, NPC was able to acquire ownership over said portion from the PNOC Energy Development Corporation by virtue of Memorandum of Agreement.
However, since the said power plant was privatized by the Power Sector Assets and Liabilities Management Corporation (PSALM) as its succeeding owner by virtue of RA 9136 or the Energy Power Industry Reform Act (EPIRA), we believe that any document  or data on the said property which will be used for private use must be requested from PSALM.
