The Terminal VIP-Arrival Curbside Scheme is more of a conventional and expedient description of the setup rather than official or formal. Even non-VIPs, as commonly understood, can have access to the curbside, all under certain conditions.
It was not always this since Terminal 1 started operations. For a period, meeting and loading of passengers in the arrival curbside was the norm. At that time, passenger traffic was more manageable, airport security was so much less rigid and rigorous, and the arrival extension curbside was not constructed yet.
The reference to "VIP-curbside arrival " may be alluded to MIAA Memorandum Circular No. 5 , Series 2013 entitled "Airport Courtesies and Accommodations" where there is provision that paying clients of Meet and Assist program and other important persons can access the area.
Our Security Group considers this area as a "controlled area".
