We have received your request on Self- Instructional manual for Social Workers in Assessing Discernment of Children in Conflict with the Law, dated Feb. 18, 2025.
The Department of Social Welfare and Development (DSWD) developed the Self Instructional Manual for Social Workers in Assessing the Discernment of Children in Conflict with the Law (CICL) to guide registered social workers in handling CICL cases. In this regard, the Juvenile Justice and Welfare Council (JJWC) consulted the DSWD-Program Management Bureau (DSWD-PMB) on whether the manual could be shared with nonsocial workers. As confirmed by DSWD-PMB, the manual is classified as strictly confidential and intended exclusively for registered social workers. To ensure compliance with confidentiality protocols and ethical guidelines in CICL case management, unauthorized access, distribution, or reproduction of its contents is strictly prohibited.
As an alternative, we recommend that you directly consult with a registered social worker who utilizes the manual, as they may provide insights relevant to your academic research.

Your right to request a review
