We wish to inform you that based on Freedom of Information - Standard Operating Procedure (FOI-SOP) in reference to FOI Agency Manual[i], the following are standard requirements in the processing of your FOI requests:

We wish to inform you further, that upon review and assessment of the submitted documents, it was determined that Item Nos. 3 & 4 of the requirements were not met. Thus we are constrained to deny your request.
However, we have determined that the information you are seeking is already available online. Therefore, it cannot be considered a valid request under the Freedom of Information (FOI). Specifically, you can find it on the following page:Further, for your request for items 4 and 5 the DSWD does not have specific guidelines on planning and designing on the abovementioned facilities. However, the Department is guided by the following when it comes to the accreditation/ design and planning of the DSWD managed facilities:
- DSWD Administrative Order No. 15 series of 2012 or the Revised Standards on Residential Care Services under Physical Structure and Safety (you may access through the DSWD website, www.dswd.qov.ph)
- PD 1096 - The National Building Code
- RA 9514- The Fire Code of the Philippines
- BP 344- The Accessibility Law
- Occupational Safety and Health Standards
- RA 1738- The National Plumbing Code of the Philippines

Your right to request a review
If you are dissatisfied with our response to your FOI request, you have the option to request an internal review. To initiate this process, kindly submit your written appeal for review addressed to DSWD Secretary. We will conduct the review and communicate the outcome within 30 calendar days from the receipt of your review request.
Should you remain unsatisfied with the review outcome, you retain the right to appeal to the Office of the President under Administrative Order No. 22 (s. 2011).
