Your request:
- How many personnel the DSWD have in the AICS programme? For MPA research purposes (November 15, 2024)
- Title Study: Evaluating the Assistance in Individuals in Crisis Situation (AICS) offered by the DSWD in Central Office Objective: (1) Determine the strategies of DSWD in giving assistance to the AICS beneficiaries (2)Determine the challenges that being encountered by the the DSWD in giving assistance (3) Assess the effectiveness of AICs to the beneficiaries (November 18, 2024)
- (1) Total number of personnel currently working under the AICS program in the the DSWD Central Office (2)Total number of AICS beneficiaries for 2023-2024, disaggregated by type of assistance received in the DSWD Central Office
Response to your request:
We note that the request for information in Item No. 1, is the same with request for information Item No. 3.
For Item No. 2:
Pursuant to Section 5, item 1.2 of Memorandum Circular No. 01 series of 2023 or the “DSWD Amended Freedom of Information (FOI) Agency Manual”, to wit:

In cases of requests involving research studies, the FRO shall inform the requesting party of the option instead file the request under DSWD Memorandum Circular No. 27, series of 2024 or the Protocol for the Conduct of Research Studies in DSWD Offices, Centers and Institutions, Amending Memorandum Circular No. 10, Series of 2019. (emphasis supplied)
Thus, the request for information for Item No. 2 falls under the scope of Memorandum Circular No. 27, series of 2024, titled Protocol for the Conduct of Research Studies in DSWD Offices, Centers, and Institutions.
In this regard, only Item No. 3 shall be endorse and send it to the e-mail address you provided once we have received the response from the concern office.
Your right to request a review:
If you are unsatisfied with this response, please feel free to write the Office of the Secretary at DSWD-Central Office, IBP Road Batasan Pambansa Complex, Constitution Hills, Quezon City, explaining your concerns, and an internal review shall be conducted.
If you are not satisfied with the result of the review, you have the right to appeal to the Office of the President under Administrative Order No. 22 (s. 2011).
