Below is the response from the DOH Health Facility Development Bureau (HFDB) on your request for information regarding any memorandum from the DOH that formally identifies or requests the need for constructing research facilities Answer: The DOH has established developmental standards primarily for general hospitals and select health care facilities, however, these standards are not specifically designed for research facilities. For guidance on minimum licensing requirements as well as planning and design guidelines for hospitals and other healthcare facilities, please refer to the Administrative Order No. 2016-0042 Guidelines in the Application of DOH Permit to Construct.
