I am pleased to inform you that your FOI request has been approved. Below is the response from the DOH Health Facility Development Bureau on your request on DOH inpatient and outpatient ratio for level 3 eye care specialized facility - The inpatient and outpatient ratio for level 3 eye care specialized facilities differs for each facility based on their authorized bed capacity (ABC). May we refer you to the designated DOH Eye Care Centers. The Department Order No. 2021-0001 entitled "Designation of Selected DOH Hospitals as Specialty Centers for Brain and Spine Care, Burn Care, Cancer Care, Cardiovascular Care, Dermatology Care, Eye Care, Geriatric Care, Infectious Disease and Tropical Medicine, Lung Care, Mental Health, Neonatal Care, Orthopedic Care, Physical Rehabilitation Medicine, Renal Care and Kidney Transplant, Toxicology, and Trauma Care" and its amendment serve as the operational document for the establishment of DOH Specialty Centers (SCs) in DOH and GOCC hospitals across regions in line with the enactment of Republic Act No. 11959 otherwise known as the "Regional Specialty Centers Act." The above-stated issuance also contains the list of designated DOH Eye Care Centers. Furthermore, it contains the Resource Stratified Frameworks (RSFs) which details the standard specialty services, human resources, equipment, and infrastructure requirements at each level of facility in the healthcare continuum.
