I would like to know if it is considered Forum shopping if 1. I filed a complaint case for a government official in Sangguniang Bayan and 2. I would furnish Office of the Ombudsman, Civil Service Commission and DILG of the Regional Office copy of the received complaint Thank you for your immediate response.
