Hi! I would like to ask about the hiring process for non-teaching personnel in DepEd. What are the most common and compelling reasons for an appointing officer or authority to select an applicant other than the top-ranking candidates for non-teaching personnel roles, based on DepEd Order No. 007, s. 2023, or the "Guidelines on Recruitment, Selection, and Appointment in the Department of Education? Is it solely the discretion of the appointing authority to decide who will be selected? How can fairness and transparency be ensured in the selection process if the appointing officer or authority selects someone other than the top candidates? Can we request the actual justification for the selection of applicant? Thank you!
