Hi. I am a former Emergency Department Nurse at Makati Medical Center from November 2021 to March 2022. I would like to ask if employees who haven't completed the required 30-day rendering period are still eligible to receive OCA? I was able to render only 15 days for personal reasons and was tagged AWOL. Date: November 2022 I received an email from one of the HR Staff informing me of my eligibility to receive the OCA worth P24,000. However, since I was tagged AWOL I was advised to undergo clearance signing personally before I can receive my OCA. During the time I was at Zamboanga City. Left with no choice I traveled back to Manila to comply with the requirement. After I submitted my clearance to the HR Staff she asked me to write in a piece of paper a short letter granting her authority to receive the OCA on my behalf, which is unusual and odd. Fast forward to January 2023 I received an email from the SAME EMPLOYEE informing me not only was I NOT ELIGIBLE to receive 'MY OCA' I also have an accountability with the Hospital amounting to P50,000. Upon further inquiry with the HR Staff, I was told the OCA was deducted to pay the 'accountability' I have no idea about. Just recently I received another email from MMC informing me I can received my HEA benefits via cheque at a local bank. Question: Why was the OCA deducted in my final pay but not the HEA? Can my employer use OCA to pay for employees 'accountability'? Any response is highly appreciated. Thank you.
