Dear eFOI user,
Thank you for your request dated Jan. 22, 2025, made under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch.
You have requested the Plastic and Bioplastic Pellets Historical Demand and Supply 2014-2023.
I am pleased to inform you that your FOI request has been approved. Below is the email reply of our representative last 27 January 2025:
Dear Ms. Shannen,
Apologies for the late response. I was on leave last Friday.
For the info of BOI's FOI Focal who is likewise cc'd in this email, we received a request on 22 January 2024, where the information being secured are:
On the requested list of companies producing bioplastic pellets
From our knowledge, there is only 1 local bioplastic pellets manufacturer in the Philippines, i.e., First In Colors (a subsidiary of D&L Group of Companies). You may visit their website or click on the link below for the company's contact information:

In one of our meetings last year when we are doing our industry consultations for the formulation of the Philippine Biodegradable Bioplastics Industry Roadmap, FIC mentioned that they used to man
The DOST through PCIEERRD has been supported R&Ds on bioplastics. I can recall 2 projects which already covered production of pellets on R&D level:
- One R&D project utilizes waste vetiver roots.
- One R&D project utilizes local feedstocks such as seaweeds for the Polyhydroxyalkanoate (PHA) Production
As I signed a NDA as one of the Technical Panels, I am constrained on the information I can share with you related to these 2 projects. However, I can make proper referral of you to DOST-PCIEERD if needed.
On the historical demand and supply of plastic pellets/bioplastic pellets from 2013-2024
No official data available. However, let me share with you the Final Report (PPT) of our project with the Korea Export-Import Bank and GGGI on the "Establishment of the Plastic Circularity System in the Philippines with Biodegradation Technology" as one of our key inputs for the Philippine Biodegradable Bioplastics Industry Roadmap. In this report, it was estimated that the current local demand for bioplastics is roughly 1% of the total demand for traditional plastics. I attached relevant studies and references where you can get some estimates on the local plastics and resins demand/consumption, although I can also make proper referral of you to our Manufacturing Industries Service for updated figures if needed.
Hoping these initially shared materials will be sufficient for now, to warrant that your current FOI request be flagged as "successful" by our FOI officer.
Thank you and let me know if you need further assistance.
Sincerely,
