You have requested information regarding travel and supporting documents.
I am pleased to inform you that your FOI request has been approved.
The Bureau of Immigration is mandated to conduct strict departure formalities pursuant to DOJ Memorandum Circular No. 36, s. 2015 to ensure that all Filipino travelers are properly documented for their declared purpose of travel and prevent possible human trafficking and illegal recruitment cases.
You asked if a sponsor residing in the Philippines can execute an Affidavit of Support and Guarantee (AOSG) on behalf of a passenger's travel abroad and whether the AOSG may be authenticated by the DFA. However, this process is not sanctioned or directed under the DOJ MC No. 36, s. 2015.
You also inquired about the eligible persons authorized to issue AOSG. As per DOJ MC No. 36, s. 2015, only in the following situations shall an AOS be required:
- Sponsor and the passenger are related within the fourth (4th) civil degree of consanguinity (e.g., pinsang buo) or affinity (e.g., bayaw/hipag/biyenan);
- Sponsor is a person or legal/juridical entity;
- Sponsor is traveling with the passenger.
Lastly, you inquired about how to clear a deferred departure record. These deferral records are permanent and remain in the Bureau's database as part of your travel history. For your next travel, you shall be directed to undergo the regular immigration inspection and be instructed to proceed with secondary inspection to ensure your compliance with the documents required from your previous travel deferral.

Your right to request a review
