STANDARDS FOR PHILIPPINE LIBRARIES COMPLIANCE AND NATIONAL ACHIEVEMENT TEST PERFORMANCE AMONG PUBLIC ELEMENTARY
SCHOOLS IN THE 4TH CONGRESSIONAL DISTRICT OF ILOILO
LEALYN T. BILBAO
Abstract
This study was conducted to evaluate the library services provision among
public elementary schools in the 4th congressional district of Iloilo: as a basis for
establishing a school library.
This study employed descriptive-correlational study that will utilize the one-shot
survey design. This kind of research design aims to describe quantitative data relative to the public elementary schools profile, school library service provisions, and compliance with the Standard for Philippine Libraries.
The target population for this study will comprise administrators, teachers, or teacher-librarians who are directly involve in public elementary school libraries in the 4th congressional district of Iloilo. The study population was 122 public elementary schools of the 4th congressional district of Iloilo, Division of Iloilo and Passi City. The 4th Congressional District of Iloilo is divided into eight municipalities with 272 barangay with 175 public elementary schools.
Thus, this study will employ a purposive sampling design with typical case sampling which allows the researcher to develop a profile about what is normal or average for a particular phenomenon where all of the members of this population will be the respondents. Thus, the researcher will include only all the Central Schools Library of all towns in the 4th district of Iloilo.
The data will be gathered from the total of 122 respondents from the sample population of the 4th congressional district of Iloilo. The data will be gathered through a researcher-made survey questionnaire and will be assessed and analyzed.
Based on the findings, the researcher may recommended that the school may use the results as basis for the establishment of the school library for the improvement of school library services and resources. Schools Principals and administrators would benefit from the study, as it would unmask the important role of the school library service in learner’s education and the school’ academic performance, system of education, especially as it relates to enhancing education.
This process also became a first step in the development of an ongoing assessment to improve library services and promote the learning value of the libraries in public elementary schools.
This is in reference to my letter about my request last August 8, 2019 under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch, for Results of the 2014 National Achievement Test for Grade 3 and or Grade 6 - Public Elementary Schools.
