Dear colleagues in the National Government,
We are gathering data on the number of LICENSED HEALTH PROFESSIONALS, also known as the Human Resources for Health, who are working in other government sectors outside of the health sector, regardless of their position.
In line with this, may we ask how many among your employees are licensed medical and allied health professionals by profession, regardless of their current position? Please disaggregate per profession.
Kindly let us know if your Department is able to tag employees if they are licensed health professionals or not.

Dear MARY JOY PADILLA,
I refer to my letter of Jun 23, 2021 10:09:30 AM about your request under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch, for REQUEST FOR THE NUMBER OF EMPLOYEES WHO ARE LICENSED HEALTH PROFESSIONALS WORKING IN YOUR DEPARTMENT.
In order for us to work further on your request, we need more information from you regarding your query.
1. Upon checking with our HR, we noted that there are no listing of health professionals working with the agency although we know some are graduates of health-related courses.
2. When verified, the HR told us that the personnel did not submit proof of their renewed license as these were not needed in the work they are into at the moment.
3. Therefore, we have no official record of the number of health professionals as there were no submissions of evidence that they are health professional workers (they do not have renewed license). All the information are merely unofficial and cannot be directly release. Release of the record will also run contrary to the expression of the personnel that they do not want to be identified as health professionals (due to unrenewed licenses)
Given all these, may I ask for further clarifications on your request given the information I have provided.

Thank you very much for your clarification. As of the moment, we only need the numbers of ACTIVELY LICENSED health professionals who are working in other government agencies, regardless of their current status (permanent/contractual) or position.
We understand if your institution currently has no records of who among your employees are currently licensed health professionals, but we would still appreciate if we may be provided with this data, as we are currently locating the location of our licensed health professionals for an evidence-informed program planning, policy making, and management of the Human Resources for Health in our country. Thank you!

I refer to my letter of Jul 04, 2021 about your request under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch, for REQUEST FOR THE NUMBER OF EMPLOYEES WHO ARE LICENSED HEALTH PROFESSIONALS WORKING IN YOUR DEPARTMENT. In particular, I had requested specific information for you to clarify upon in order for us to proceed with the request.
As we have not received a reply within the 60-day working period since the letter requesting for clarification was sent out, we regret to inform you that this request will be closed as of Sep 24, 2021.
You may wish to submit a new request describing the specific information you are looking for, and we will be able to consider it under the guidelines as stated in Executive Order No. 2.
Your right to request a review
If you are unhappy with this response to your FOI request, you may ask us to carry out an internal review of the response by writing to or visiting our central office. Your review request should explain why you are dissatisfied with this response, and should be made within 15 calendar days from the date when you received this letter. We will complete the review and tell you the result within 30 calendar days from the date when we receive your review request.
