No. 2 (s. 2016) on Freedom of Information in the Executive Branch. Your Request In your request, you asked for an update on the Philippine Competition Commission’s (“PCC”) probe on the possible collusion on power plant shutdowns that resulted to rotating brownouts, specifically on the status of the investigation and date of its possible completion, for media research. Response to Your Request Your request for information is DENIED. The requested information is one of the exceptions to the right of access to information. Pursuant to the Memorandum from the Executive Secretary dated 24 November 2016, providing for the Inventory of Exceptions to Executive Order No. 2, series of 2016 and Section 3(g), Rule IV of the Rules Implementing the Code of Conduct and Ethical Standards for Public Officials and Employees, access to information shall be denied when the release of the information will affect the implementation of an official act, to wit: “For the implementation of the exceptions to the right of access to information, the following provide the salient details and legal bases that define the extent and application of the exceptions: x x x 6.
