To whom it may concern,
Our research is about the School Accessibility for children with mobility impairments.
According to the United Nations Economic and Social Commission for Asia and the Pacific (UN-ESCAP) stated in a 2018 report that 'accessibility is a precondition to support the realization of rights of all, especially persons with disabilities who face barriers to inclusion."
Indeed, lack of accessible public schools remain a nagging concern for both children and adult persons with disabilities as these structures are used not only as learning facilities but also as voting centers. Per the latest Department of Education (DepEd) data (i.e. for SY 2016-2017), there are only 228,763 students with disabilities enrolled in elementary and secondary schools. Of this number, students with orthopedic/physical handicap (3,545), cerebral palsy (2,282), and those who experience difficulty in walking, climbing, and grasping (4,482) recorded the lowest rates of enrollment or about 4.50% of the total population of students with disabilities.
The breakdown of the Basic Education Facilities Budget will help the study in determining how the process and budget can help alleviate the lack of physical accessibility in DepEd public schools and will help the study identify possible entry points for recommendations and improvement.
