The Virac Water District was formed in 1981 by virtue of the Sangguniang Bayan Resolution No. 26-81 of the Municipality of Virac, Catanduanes and was granted Conditional Certificate of Conformance (CCC) No. 181 on February 4, 1982 by the Local Water Utilities Administration (LWUA) after it has complied with the legal requirements of PD No. 198. As a water district, it has the corporate powers and authority granted under Presidential Decree (PD) No. 198 otherwise known as the Provincial Water Utilities Act of 1973, as amended by PD No. 768 and PD No. 1479. As a government-owned and controlled corporation that operates under the authority of the LWUA, VIWAD has the following mandates: (a) Acquiring, installing, improving, maintaining and operating water supply and distribution systems for domestic, industrial, municipal and agricultural uses for residents and lands within the boundaries of such districts; (b) Providing, maintaining and operating wastewater collection, treatment and disposal facilities; and (c) Conducting such other functions and operations incidental to water source development, utilization and disposal within such districts, as necessary or incidental to said purpose. All powers expressly granted by PD No. 198 as amended by PD No. 768, PD No. 1479, and RA 9286 are exercised and performed by and through the Board of Directors (BOD), as the policy-making body of the agency, while policy implementation and day-to-day activities are carried out by BOD appointed General Manager.
