About this agency

Santiago Water District (SANWAD) is a Government-Owned and/or Controlled Corporation (GOCC), duly exisiting under and by virtue of Presidential Decree No. 198, As amended, otherwise known as the law 'Declaring a National Policy favoring local operation and control of Water Systems; Authorizing the formation of Local Water Districts and providing for the Government and Administration of such districts; Chartering a National Administration to facilitate improvement of Local Water Utilities; Granting said administration such powers as are necessary to optimize public service from water utility operations, and for other purposes. As a GOCC, SANWAD is under the jurisdiction powers of the Civil Service Commission (CSC), Commission on Audit (COA), Department of Budget and Management (DBM), and all other government entities which exercise jurisdiction over GOCCs. SANWAD's operation as a water utility is regulated by the Local Water Utilities Administration (LWUA) in Quezon City. LWUA is a national government agency attached to the Office of the President. LWUA is a specialized lending institution for the promotion, development and financing of local water utilities. (Sec. 22, PD 768, as amended).
