About this agency

The National Anti Poverty Commission (NAPC) was established to serve as the coordinating and advisory body for the implementation of the social reform and poverty alleviation agenda. It derives this mandate from Republic Act 8425, also known as the Social Reform and Poverty Alleviation Act of 1997. This is further supported by derivative legal issuances namely: Administrative Order 21 (2011) or the Revised Implementing Rules and Regulations Governing Title I of Republic Act 8425; and Executive Order 110 (2002) directing the Peoples Credit and Finance Corporation to administer the Peoples Development Trust Fund (PDTF) and NAPC to source funds for, and to oversee activities funded by, the PDTF.
